Lumberto Ignacio Campbell Hooker has been since 2014 a member of the Supreme Electoral Council (SEC) – a body responsible for the preparation, holding and certification of the general elections of 7 November 2021 and local elections of 6 November 2022, which, by their lack of transparency, true opposition and democratic debate, undermined democratic institutions and processes. The SEC deprived the opposition of the opportunity to stand for free elections and ensured the organisation of polls in non-democratic conditions. His mandate as member of the SEC was renewed by the General Assembly in May 2021. He spoke to the media during the general elections of 7 November 2021 and local elections of 6 November 2022, justifying and praising their organisation. He is therefore responsible for the repression of democratic opposition and for undermining democracy and the rule of law in Nicaragua.

Restrictive measures in view of the situation in Nicaragua

Asset freeze and prohibition to make funds available, Restrictions on admission

- All assets of the listed persons and entities should be frozen. It is also prohibited to make any funds or assets directly or indirectly available to them. - Member States shall enforce travel restrictions on persons listed in the Annex of Council Decision (CFSP) 2019/1720.

At the European Council on 21 January 2019, EU Member States condemned the muzzling of political opponents, independent media and civil society, and the use of anti-terrorist laws to repress dissenting opinions in the Republic of Nicaragua. In view of the continuing violations of human rights and civil liberties in the Republic of Nicaragua and to contribute to a peaceful negotiated way out of the current crisis, the Council established a new restrictive measures framework on 14 October 2019. This framework enables the EU to impose targeted restrictive measures, including travel bans and assets freeze, against persons, entities or bodies responsible for serious human rights violations and for undermining democracy and the rule of law in the Republic of Nicaragua, as well as persons associated with them. Derogations to the restrictive measures are possible, including the delivery of humanitarian aid.
