- All assets of the listed persons and entities should be frozen. It is also prohibited to make any funds or assets directly or indirectly available to them. - Member States shall enforce travel restrictions on persons listed in the Annex of Council Decision (CFSP) 2022/2319.

Official Information

On 21 October 2022, the UN Security Council adopted Resolution 2653(2022) establishing a framework for targeted restrictive measures in view of the situation in Haiti. The measures consist of a targeted arms embargo, travel bans applying to persons, and the freezing of funds and economic resources of both persons and entities engaged in or supporting gangs involved in violence, criminal activities or human rights abuses, which undermine the peace, stability and security of Haiti and the region. In addition, EU persons and entities are prohibited from making funds and economic resources available to those listed. On 28 July 2023, the EU amended the regime to allow the EU to autonomously impose restrictive measures on individuals and entities responsible for threatening the peace, security or stability of Haiti, or for undermining democracy or the rule of law in Haiti. Derogations to the restrictive measures are possible as well as exemptions for humanitarian purposes.
