Hassan Dahir Aweys has acted and continues to act as a senior political and ideological leader of a variety of armed opposition groups responsible for repeated violations of the general and complete arms embargo and/or acts that threaten the Djibouti peace agreement, the Transitional Federal Government (TFG) and the African Union Mission in Somalia (AMISOM) forces. Between June 2006 and September 2007, AWEYSs served as chairman of the central committee of the Islamic Courts Union; in July 2008 he declared himself chairman of the Alliance for the Re-Liberation of Somalia-Asmara wing; and in May 2009 he was named chairman of Hisbul Islam, an alliance of groups opposed to the TFG. In each of these positions, AWEYS's statements and actions have demonstrated an unequivocal and sustained intention to dismantle the TFG and expel AMISOM by force from Somalia.

Asset freeze and prohibition to make funds available, Restrictions on admission

- All assets of the listed persons and entities should be frozen. It is also prohibited to make any funds or assets directly or indirectly available to them. - Member States shall enforce travel restrictions on persons listed in Annex I of Council Decision 2010/231/CFSP.

Measures imposed at UN level since UN Security Council Resolution 733 (1992) of 23 January 1992 and subsequent Resolutions are transposed into EU sanctions law. The measures include an arms embargo, which is partial and allows under certain conditions arms supplies for the development of Somalia's security and police institutions. In addition the measures include a ban on the direct or indirect import of charcoal from Somalia and a prohibition of the direct or indirect sale, supply or transfer to Somalia of listed items if there is sufficient evidence to demonstrate that the item(s) will be used, or a significant risk they may be used, in the manufacture in Somalia of improvised explosive devices (IEDs). The measures also cover targeted individual sanctions on designated persons and entities (asset freeze and prohibition from making funds and economic resources available as well as travel restrictions). Derogations to the restrictive measures are possible as well as exemptions for humanitarian purposes.
