As de factor manager of the Al Nasr detention centre the person concerned has directly, and/or through subordinates engaged in or provided support to acts that violate applicable international human rights law, or acts that consistute human rights abuses in Libya. The person concerned has acted for or on behalf of or at the direction of two listed individuals intrinsically linked to the human trafficking activities of the Zawiyah network, namely Mohamed Kashlaf (LYi.025) and Abdulrahman al Milad (LYi.026). For years, the Al Nasr detention centre in Zawiyah has been singled out in public and in confidential reports describing the plight of migrants and asylum seekers in Libya, including torture, sexual and gender-based violence and human trafficking. Humanitarian organisations and victims of trafficking have consistently identified the person concerned as the de facto manager of the detention centre. Three individuals who had been working in the Al Nasr detention centre were served prison sentences for torturing migrants in the detention centre. The Director Disqualification Sanction was imposed on 09/04/2025.

Asset freeze and making available provisions, Trade sanctions, Travel bans, Transport sanctions

• The Regulations impose financial sanctions through a targeted asset freeze on designated persons and prohibitions on making funds or economic resources available. This involves the freezing of funds and economic resources (non-monetary assets, such as property or vehicles) of designated persons and ensuring that funds and economic resources are not made available to or for the benefit of designated persons, either directly or indirectly. • The effect of the Regulations is to impose a travel ban on persons who are designated by the Secretary of State for the purposes of being made subject to immigration sanctions under the Sanctions Act. • Trade sanctions (see Sectoral Sanctions for more details). • Transport sanctions (see Sectoral Sanctions for more details).

The Libya (Sanctions) (EU Exit) Regulations 2020 came fully into force on 31 December 2020. They are intended to ensure compliance with the relevant UN obligations under UNSCR 1970, and to • promote respect for human rights in Libya • promote the peace, stability and security of Libya • promote the successful completion of Libya’s transition to a democratic, independent and united country, and • prevent migrant smuggling and human trafficking taking place from Libya These regulations have replaced, with substantially the same effect, relevant existing EU legislation and related UK regulations. The Regulations impose financial, trade, aircraft, shipping and immigration sanctions for the purpose of giving effect to the United Kingdom’s obligations under United Nations Security Council Resolutions including 1970 (2011), 1973 (2011) and 2146 (2014) (‘UNSCR 1970’, UNSCR 1973’, ‘UNSCR 2146’); and the additional statutory purposes set out in the Regulations. As a whole, this sanctions regime is aimed at promoting respect for human rights in Libya, promoting the peace, stability and security of Libya, promoting the successful completion of Libya’s political transition, and preventing migrant smuggling and human trafficking in relation to Libya.
