The Secretary of State considers that there are reasonable grounds to suspect that Claudia Viviana Oliveros Forero is an involved person under the Sudan (Sanctions) (EU Exit) Regulations 2020 because she is or has been responsible for action, policy or activity which threatens the peace, stability and security of Sudan, namely through her involvement in enlisting Columbian mercenaries to fight alongside the RSF in areas of Sudan, including El Fasher.

Claudia Viviana Oliveros Forero was sanctioned by the UN on 28/04/2026 pursuant to paragraph 3 (c) of resolution 1591 (2005) on the following grounds: Claudia Vivana Oliveros Forero (Oliveros) is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur. Oliveros plays a central role in recruiting and deploying former Colombian military personnel to Sudan. Video and photographic evidence shows these military personnel providing the Rapid Support Forces (RSF) with tactical and technical expertise, serving as infantry and artillerymen, drone pilots, vehicle operators, and instructors, with some even training children to fight in the RSF. The Colombian fighters have participated in numerous battles across Sudan, including in its capital, Khartoum, as well as Omdurman, Kordofan, and El Fasher. Oliveros is the owner and manager of an employment agency, International Services Agency (A4SI), that is the main recruiting node, having engaged in campaigns via its website, group chats, and townhalls to fill positions, including drone operators, snipers, and translators. Between 350 and 380 Colombian fighters, mostly retired soldiers, were recruited through several private security firms, including A4SI. • The Regulations impose financial sanctions through a targeted asset freeze on designated persons and prohibitions on making funds or economic resources available. This involves the freezing of funds and economic resources (non-monetary assets, such as property or vehicles) of designated persons and ensuring that funds and economic resources are not made available to or for the benefit of designated persons, either directly or indirectly. • The effect of the Regulations is to impose a travel ban on persons who are designated by the Secretary of State for the purposes of being made subject to immigration sanctions under the Sanctions Act. • Trade sanctions.

These Regulations are made under the Sanctions and Anti-Money Laundering Act 2018 (c.13) to establish a sanctions regime in relation to Sudan for the purposes of implementing many of the obligations that the United Kingdom has under UN Security Council Resolutions 1556 (2004), 1591 (2005), 1672 (2006) and 2035 (2012). Following the United Kingdom's withdrawal from the European Union, these Regulations also replace the European Union sanctions regime in relation to the situation in Sudan, implemented via an EU Council Decision and Regulation. The Sudan (Sanctions) (EU Exit) Regulations 2020 came fully into force on 31 December 2020. They put in place sanctions measures to ensure the UK continues to meet its obligations under the United Nations sanctions regime relating to Sudan, to encourage the resolution of the armed conflicts in and the stabilisation of Sudan, and to promote: • the peace, security and stability of Sudan • respect for democracy, the rule of law and good governance in Sudan • the effective delivery of the mandates of the regional or international monitoring and peace-support missions and mechanisms whose activities contribute to the peace, stability and security of Sudan • respect for humanitarian assistance activity in Sudan • compliance with the rules of international humanitarian law applicable to the armed conflicts in Sudan • respect for, and accountability in relation to violations or abuses of human rights in Sudan These regulations have replaced, with substantially the same effect, relevant existing EU legislation and related UK regulations.
