Official reason

Al-Fateh Abdullah Idris, known as Abu Lulu, Brigadier General of the RSF, is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur, including acts of violence and human rights abuses. On the 26 October, the RSF committed atrocities including the mass killings of civilians at El Fasher university and the Saudi hospital, and shootings northwest of Darfur. Abu Lulu is known as “the Butcher of El Fasher”, a key perpetrator of the violence in El Fasher on 26 October. He gave orders to his men to kill innocent people, and video footage shows him executing civilians and boasting about killing over 2 000 people. Some videos were filmed and publicised by the RSF themselves, and Abu Lulu has filmed himself smiling and killing people while they begged for mercy, as well as videos where he makes ethnically targeted executions. Footage shows him shooting at unarmed men and posing amongst corpses showing the people he has killed. The events in El Fasher have reportedly displaced 70 000 people since 26 October 2025, with civilians remaining trapped or missing, or being held by the RSF inside the city.

Official Information

On 5 July 2023, the EU strongly condemned the ongoing fighting in Sudan, as well as the continued refusal of the parties to the conflict to seek a peaceful solution. The EU expressed its readiness to consider the use of all means at its disposal, including restrictive measures, to contribute to putting an end to the conflict and encourage peace. In view of the continued gravity of the situation, on 9 October 2023, the Council adopted a new EU autonomous framework for targeted restrictive measures in view of activities undermining the stability of Sudan and the transition to democracy. The measures consist of a travel ban to the EU and an asset freeze for persons and entities; additionally, EU persons and entities are forbidden from making funds available to those listed. Derogations and exemptions to the restrictive measures are possible, including the delivery of humanitarian aid.
