The WAGNER GROUP is often described as a Russia-based Private Military Company and is an entity or group that provides military services for financial gain. It has organised the recruitment of, and coordinated and planned operations for, the Wagner Group mercenaries participating in military operations in Ukraine. There are multiple, credible sources which corroborate and support the conclusion that the existence of the organisation known as the Wagner Group is kept purposefully vague and opaque in order to provide a deniable military capability for the Russian State. The WAGNER GROUP is therefore responsible for, engages in, and provides support for actions which destabilise Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine. The trust services sanctions were imposed on 21/03/2023.

The Director Disqualification Sanction was imposed on 09/04/2025.

• The Regulations impose financial sanctions through a targeted asset freeze on designated persons and prohibitions on making funds or economic resources available. This involves the freezing of funds and economic resources (non-monetary assets, such as property or vehicles) of designated persons and ensuring that funds and economic resources are not made available to or for the benefit of designated persons, either directly or indirectly. • The effect of the Regulations is to impose a travel ban on persons designated by the Secretary of State for the purposes of being made subject to immigration sanctions under the Sanctions Act. • Trade sanctions. • Transport sanctions.
