Mahmoud Seif is being designated today for having assisted, sponsored, or provided financial, material, or technological support for, or other services to or in support of, the IRGC-QF.  Tejarat Almas Mobin Holding is being designated today for being controlled by Seif.  Seif is the managing director of Tejarat Almas Mobin, the parent company of Rayan Printing.  Heidari and Seif coordinated on the procurement of raw supplies and equipment that enabled the IRGC-QF counterfeiting capabilities.  Seif was involved with the logistics of importing materials for the counterfeiting project into Iran.  Additionally, Seif has previously been involved in the procurement of weapons for the IRGC-QF.

On August 16, 2010, OFAC issued the Iranian Financial Sanctions Regulations, 31 CFR part 561 (75 FR 49836, August 16, 2010) (IFSR) to implement provisions of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (Pub. L. 111–195) (22 U.S.C. 8501–8551). Since then, OFAC has amended the IFSR several times.
