Khatam-al Anbiya Construction Headquarters is or has been responsible for engaging in, providing support for or facilitating a relevant nuclear activity, specifically an activity that could lead to the development of nuclear weapons in, or for use in, Iran.

Khatam al-Anbiya Construction Headquarters was listed pursuant to paragraph 12 of resolution 1737 (2006), as read with resolutions 1747, 1803 and 1929, as an IRGC-owned company involved in large scale civil and military construction projects and other engineering activities. It undertakes a significant amount of work on Passive Defense Organization projects. In particular, KAA subsidiaries were heavily involved in the construction of the uranium enrichment site at Qom/Fordow. The Director Disqualification Sanction was imposed on 09/04/2025.

• The Regulations impose financial sanctions through a targeted asset freeze on designated persons and prohibitions on making funds or economic resources available. This involves the freezing of funds and economic resources (non-monetary assets, such as property or vehicles) of designated persons and ensuring that funds and economic resources are not made available to or for the benefit of designated persons, either directly or indirectly. • The effect of the Regulations is to impose a travel ban on persons who are designated by the Secretary of State for the purposes of being made subject to immigration sanctions under the Sanctions Act. • Trade sanctions.

The Iran (Sanctions) (Nuclear) (EU Exit) Regulations 2019 came fully into force on 31 December 2020. They are intended to ensure that certain sanctions measures relating to Iran continue to operate effectively. You should also review the Sanctions (EU Exit)(Miscellaneous Amendments) Regulations 2019, the Sanctions (EU Exit) (Miscellaneous Amendments) Regulations 2020 and the Sanctions (EU Exit) (Miscellaneous Amendments) (No. 3) Regulations 2020 to find out any amendments made to the Regulations. This sanctions regime is aimed at encouraging the Iranian government to: comply with relevant UN obligations abandon nuclear weapons programmes restrict the ability of Iran to develop nuclear weapons and nuclear weapons delivery systems This sanctions regime also gives effect to the UK’s obligations under United Nations Security Council Resolution 2231. These regulations have replaced, with substantially the same effect, relevant existing EU legislation and related UK regulations.
