The individuals sanctioned today are Camila Antonia Ortega Murillo, the Coordinator of the Creative Economy Commission and daughter of Nicaraguan President Daniel Ortega; Leonardo Ovidio Reyes Ramirez, President of the Central Bank of Nicaragua (BCN); Edwin Ramon Castro Rivera, a deputy of the Nicaraguan National Assembly (NNA); and Julio Modesto Rodriguez Balladares, a Brigadier General of the Nicaraguan Army and Executive Director of the Military Social Welfare Institute (IPSM). Leonardo Ovidio Reyes Ramirez (Reyes) was designated for being an official of the Government of Nicaragua or for having served as an official of the Government of Nicaragua at any time on or after January 10, 2007.  As the President of the BCN, Reyes co-leads implementation of the new Law for the Protection of Consumers and Users, which could obligate Nicaraguan financial institutions to do business with designated persons in Nicaragua at the risk of facilitating sanctionable transactions.  Financial institutions in Nicaragua that refuse to comply with the law may be subject to punitive action by the regime-aligned BCN and Bank Superintendency, the law’s implementers, all of which contributes to the destabilization of Nicaragua’s economy.  Today’s designation applies only to Reyes; and BCN has not been designated.

On November 27, 2018, the President, invoking the authority of, inter alia, the International Emergency Economic Powers Act (50 U.S.C. 1701–1706) (IEEPA), issued Executive Order 13851 (83 FR 61505, November 29, 2018) (E.O. 13851). In E.O. 13851, the President determined that the situation in Nicaragua, including the violent response by the Government of Nicaragua to the protests that began on April 18, 2018, and the Ortega regime's systematic dismantling and undermining of democratic institutions and the rule of law, its use of indiscriminate violence and repressive tactics against civilians, and its corruption leading to the destabilization of Nicaragua's economy, constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and declared a national emergency to deal with that threat.
