Martin Koumtamadji founded the FDPC in 2005. He joined the Séléka coalition in December 2012 before leaving it in April 2013 after the rebels took power in Bangui. After being arrested in Cameroon, he was then transferred to Brazzaville in the Republic of Congo. He always remained in command of his troops on the ground in the CAR even when he was in Brazzaville before returning to the CAR (between November 2014 and 2019). The FDPC signed the Political Agreement for Peace and Reconciliation in the CAR on 6 February 2019 but Martin Koumtamadji remains a threat to the peace, stability and security of the CAR. • The Regulations impose financial sanctions through a targeted asset freeze on designated persons and prohibitions on making funds or economic resources available. This involves the freezing of funds and economic resources (non-monetary assets, such as property or vehicles) of designated persons and ensuring that funds and economic resources are not made available to or for the benefit of designated persons, either directly or indirectly. • The effect of the Regulations is to impose a travel ban on persons who are designated by the Secretary of State for the purposes of being made subject to immigration sanctions under the Sanctions Act. • Trade sanctions.

The Regulations impose financial, trade and immigration sanctions for the purpose of giving effect to the United Kingdom’s obligations under United Nations Security Council Resolutions including 2127 (2013), 2134 (2014), 2399 (2018), 2536 (2020), 2588 (2021) and 2648 (2022), (‘UNSCR 2127’, ‘UNSCR 2134’, ‘UNSCR 2399’ ‘UNSCR 2536’, ‘UNSCR 2588’, ‘UNSCR 2648’); and the additional statutory purposes set out in the Regulations. As a whole this sanctions regime is aimed at promoting the peace, security and stability of the Central African Republic. These Regulations are made under the Sanctions and Anti-Money Laundering Act 2018 (c.13) to establish a sanctions regime in relation to the Central African Republic for the purposes of compliance with the United Kingdom's United Nations obligations and for promoting peace, security, stability and human rights in the Central African Republic and related purposes. Following the United Kingdom's withdrawal from the European Union, these Regulations also replace the European Union sanctions measures in relation to the Central African Republic which are currently implemented via an EU Council Decision and Regulation.
