Farhad Bujar is being designated pursuant to E.O. 13382 for acting for or on behalf of the Iranian Centrifuge Technology Company (TESA).  TESA was designated pursuant to E.O. 13382 on November 21, 2011 and plays a crucial role in Iran’s uranium enrichment nuclear program.  TESA is in charge of the production of the IR-1centrifuge, the type of centrifuge Iran has used to enrich uranium. Farhad Bujar is the Managing Director of TESA.  Through his role as Managing Director of TESA, Bujar is in charge of reviewing TESA’s budget figures, including TESA’s goals for optimizing first- and second generation centrifuge production lines and production of 3,000 advanced IR-2M centrifuges.

On August 16, 2010, OFAC issued the Iranian Financial Sanctions Regulations, 31 CFR part 561 (75 FR 49836, August 16, 2010) (IFSR) to implement provisions of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (Pub. L. 111–195) (22 U.S.C. 8501–8551). Since then, OFAC has amended the IFSR several times.
