Are sanctions truly proportional? Should proportionality be assessed mainly against human rights criteria, or broader foreign policy goals? What can sanctions numbers tell us about how often sanctions are used, how consistently they are applied, and whether current datasets capture their real gravity — especially sectoral measures? And more broadly: how far should sanctions debates rely on quantitative indicators?
These are some of the questions that Bohdan Bernatskyi (Research fellow at Vilnius University) will explore in this MINOS webinar, drawing on insights from his paper and data collected from Sanctions Finder.
